Nmap Development: doesn't work

hello
 
i downloaded the v1.3.1. version from your server. so i put it on, install WinpPCap 2.3, restart the computer. but when 
i wanted to scan the damn comp it gave me this message Serious time computation problem in adjust_timeout ... received 
= (1075285218, 20000) sent=(0,0) delta = 0 srtt = 1500760736 rttvar = 2000000 to = 300000
QUITTING! 
 
what am i to do?
 
i have winXP
i have norton firewall installed. maybe thats the problem?
