It tries to reference pcap_lib_version in wpcap.dll. However, there
isnt a pcap_lib_version in my wpcap.dll so it fails with
ERROR_PROC_NOT_FOUND.
nmap.exe:
045C15F: GetProcAddress(0x390000, "pcap_lib_version") => 0
045C168: GetLastError() => ERROR_PROC_NOT_FOUND
Heres what i used to fix the problem. No idea if its correct though :p.

I'm sure there is a reason for the change of functions called here. I
must say that pcap_lib_version() is a much more intuitive and proper
name to get the version than PacketGetVersion().
