libpcap/libpcre

so i finally had a chance to track down issues with nmap on openbsd
on any 64bit arch. it came down to libpcap. libpcap obivously exists
in openbsd, however with --with-libpcap defined during configure,
nmap still uses the included libpcap-possiblymodified version. this
is also the case for libpcre, though it does not cause issues -
besides, it becomes a build dependency in *BSD ports trees.  libpcap
being different on various OS's, i imagine this pops up in other
OS's as well - in fact, netbsd has the same problem if its own
libpcap is not used.

so i know there a few ways to get around this, but shouldn't defining
--with-libpcap and --with-libpcre be honored?
