Nmap Development: ERROR MSG: Serious time computation problem...

Running NMap 3.81 with Winpcap 3.1 Beta 4 I get the following error message

I reinstalled Winpcap twice, once with a different exe from a
different mirror. I also downloaded Nmap once more, and still the same
error message. I went through and manually removed the winpcap service
and added it again, and still nothing.
