Hi Fyodor,
I too am experiencing the FC4 (GCC v4.x) issue:
[craigh_at_craiglinux ~]$ nmap -sP 10.9.9.1-100
Starting nmap 3.84ALPHA1 ( http://www.insecure.org/nmap/ ) at 2005-08-12

Host craigh.chapmantripp.co.nz (10.9.9.1) appears to be up.
Host djvsm51s.chapmantripp.co.nz (10.9.9.6) appears to be up.
Nmap finished: 100 IP addresses (2 hosts up) scanned in 1.217 seconds
[craigh_at_craiglinux ~]$ su
Password:
[root_at_craiglinux craigh]# nmap -sP 10.9.9.1-100

Hmmm... Looks like it must be to do with being root.
BTW the ntop project (http://www.ntop.org/) is also having GCC v4
issues.
If I get a chance, I'll run under a debugger and see what's going on.
Later'ish
Craig
