Can someone explain this survey question?

What would be the pro/cons to this?
Surely the point would be to make nmap integrate with the TCPA features in
modern machines to ensure that all outgoing packets have the correct
security flags (see RFC 3514), ending once and for all the threat of
misconfigured firewalls inadvertantly allowing portscanning. As a pleasant
side effect, it would make it so that any music you share, legally or
otherwise, using nmap can only be played on approved hardware.
