The -PS option only changes how Nmap does host discovery.  It will
still (by default) port scan all the machines that port discovery
determines is up.  You can cause Nmap to _only_ do host discovery by
adding the -sP option.  I have updated the man page at
http://www.insecure.org/nmap/man/man-host-discovery.html to make this
more clear.
