included with the install package?

Thanks for the report.  I seem to have forgotten to include this new file in
the two Windows binary distributions (the .zip and .exe).  All the other
distribution formats should have it.  And this will be fixed for the Windows
version as of the upcoming 4.20ALPHA4.
