If you're unsure about security issues, then minimize the functionality. I wouldn't enable
mod_dav_svn if you're gonna be providing web-based repository browsing.

There are two tasks I like seeing in web-based repository browsing:
1) Ability to generate a .tar.gz package on the fly.
2) Ability to index the source on google.
I do not need to explain 2), do I? :)
