nmap doesn't need Cygwin, ever.

No. Just winpcap (I thought of supporting Network Monitor instead a
long time ago, but it seemed like too much work, especially
considering that raw sockets should have worked (they did for awhile
on Win2K SP1, but they could trigger BSODs on Win2K SP0). Sadly MS
killed them off for all useful purposes.

There isn't one, I think. But you shouldn't need it.

The former is a pretty installer; the latter is just an executable and
supporting files.

I don't know much about nmapwin, but the command line version should
work fine on win98, and even win95 (it used to, back when I
"maintained" it).
