#nmap --iflist is not working (dumps with no error)
#windump dumps with this error:

Are you using WinPcap 4.0 as well? What's returned by "windump -V" (capital
V)? Have you run windump or nmap from an elevated prompt (i.e. opening it
with "run as administrator")? Being an administrator is definitely not
enough if UAC is enabled (and I think it is enabled by default on all the
vista flavors).

It turned out that it's not winpcap fault.
It seems that nmap-4.21ALPHA1[1] is crashing, while my
private nmap-4.21ALPHA2[2] build is okay.
(even without Administrator privileges)
