The native GUI for nmap on Windows is not supported and hasn't been
for a long time AFAIK.

However, the UMIT project http://umit.sourceforge.net/ has a front-end
for both Linux and Windows that is several orders of magnitude better
than the old Windows GUI.

Give it a try.
