Nmap Development: Need help with Nmap.

Hello, When i'm using Nmap it works on my own connection like if i want 
to do 192.168.1.101 it will show the open ports. But if i want to do a 
port scan on a friends connection it doesn't work and will say host 
seems down when it's not. I've tried disabling my firewall but it still 
comes up with that error. Not sure why, Can you please help me?
