Will you please try with Nmap 4.22SOC6, which you can now find on the
Nmap download page?  Be sure to specify "yes" if it asks you about
installing the newer WinPcap which it comes with.  Then try again from
an admin window and let us know how it goes.

4.22SOC6 is the latest.  How did you end up with 4.22SOC2 instead?

I don't know if it really makes a difference for your issue, but it's
still very odd.  Are you behind a caching proxy server?
