Nmap Development: Large update/recode of NSE (test please)

Attached is a fairly large patch, against Nmap 4.62, to the script
engine. Most of it deals with optimizing and cleaning up the
initialization phase. I would greatly appreciate it if people would
give it a try and report any problems. I'll give it a couple days
before I merge it with the main branch.
