since not specifying anything with -p leads to "0 ports
scanned", or this could possibly be some other problem.

Try NMAPDIR=. to use the updated nmap-services file.  It should
scan the 36 sctp ports listed therein if -p was not specified.

BTW, I could not find the nmap-services-all file in svn, as
written in the DO NOT EDIT comment in nmap-services.  Is that
note in there still accurate?
