Nmap Development: [PATCH] WinPcap Windows 7 Support

I've attached a tiny patch for our WinPcap installer, allowing it to
install correctly on Windows 7 now that the public beta is available.

I've tested the updated installer on virtual machines of Windows 7 Beta
(build 7000) x64 and x86, as well as Vista x86 to try and make sure I
didn't break anything along the way.

Nmap appears to work fine on Windows 7 (including Zenmap). I haven't tried
the Windows Server 2008 R2 beta, but it's meant to be the same version
number and codebase as Windows 7 (just like Vista SP1 and Server 2008 are
effectively the same), so hopefully Nmap will work fine on there too.
