Yes, uth-owners.nse is not a file.  It does not exist in the script
directory.  'auth-owners.nse' does.

On a sidenote: would it be possible to print out the changes when
somebody
runs nmap --script-updatedb? That would have made it obvious to me that I
was adding the wrong script.
