It seems to be rather the use of "localhost". If I remove that from the
ncat lines, everything is OK as expected.

On my Debian 7, "ncat -l localhost" listens on [::1]:31337, and not on
IPv4. I think the tests are trying to connect to If you are
connecting to the IPv4 address, then you should use the same address in
the Ncat listen commands.
