I Just noticed today while troubleshooting a problem
on my Cisco 776 ISDN router, that it produces
output identical to what you're seeing below as
soon as you telnet to it. Right down to the default date
of 1995.
So, no, you don't have a misconfigured router, you've
got a 700 series ISDN router that does that by default.

I assume the log messages are the weirdness you're
concerned about?
It's possible to configure a Cisco router so that the
equivalent of a "term mon" command is executed upon
allocation of a VTY port.
