Well, I don't know about other places, but US law is different, period; it
varies from place to place in the US (many possibly-applicable computer
statutes are state laws), over time, and from person to person --- e.g. if you
have little legal funds, and you incur the wrath of a gigantic, infinitely
wealthy enemy, who happens to own the local judicial branch in fee simple,
then it is not necessary to prove intent, indeed it's not necessary for
you to do anything wrong. Do not use computers in Oregon if Intel doesn't
like you, just for instance. The only solution is to refrain from making
wealthy enemies, unless you yourself are wealthy enough to purchase a suitable
collection of judges, prosecutors, and if necessary jurors.
