""without Right" is legal jargon to mean without a pre-existing arrangement, either ownership, licenses, or invitation (including advertising).
Now the problem is to decide whether a right had been granted. But a denial (standard disclaimer on MOTD or logon) removes right.

No where in the document do the clearly describe what they
mean by "without right". If I ping another system on the net
have I accessed it? yes. Was it "without right"? If you
don't want your systems pinged, then I guess you could decide
it was "without right". What if i fat fingered the ip address
& pinged the wrong system? If you follow the reference (6) it
covers just about everything, including fat fingers.
one other "question". Who elected these people anyway?
