OpenVAS: no *.pc file of pkgconfig after installing doxygen, xmltoman, sqlfairy lib

Hi, my admired friends,
   I installed the doxygen,xmltoman,sqlfairy lib by the way of 'apt-get
install', but, there are the filename in /usr/bin directory. why is it?
please give me the hand.
