So I was having this exact same issue and resolved it by following Michael's steps along with a little bit of googling. 
Openvasmd was not running so I changed the "level=127" to "level=128" in the /etc/openvasmd_log.conf. Then I ran the 
openvasmd -v command and looked in the logs (/var/log/openvas/openvasmd.log. This is what I found:

md   main:CRITICAL:2013-01-23 18h36.13 utc:7188: main: database is wrong version

openvasmd --update
openvasmd --migrate
