Well, this is probably too simple, but I have used this to fix problems on
live Networks.

You can enter permanent values into the NT4 arp table by using arp -s < ip
address> < hardware address >

I used it to fix routers - they'd come in with a hardwired address on a
foreign subnet, so I'd have to persuade my machine that I had an address on
that subnet so I could manage it.

If you get up a DOS window and issue "arp" you get some help.
