Good point. Also, consider this: If the port scan has to be fast, only scan
a small number of ports during those scans.  I havent had any complains from
my ISP yet.

 OTOH since your client could also have a firewall/IPS which blocks
 fast portscans it is a good idea to do slow portscans even from usual
 ISP.
