is IIS (by default) able to write on the webroot? This is a dumb
question, i know that, i'm not a MS user for a long time...

I meant use the tftp client to download the files from elsewhere. I
thought tftp was on most windows machines by default. Unless by
disabled you mean they deleted the tftp executable.
