Penetration Testing: ruby dns interceptor/forwarder

Hi
I'm looking for a ruby app which will let me act as a DNS forwarder
except for certain specified domains where I can substitute in my own
responses.

Ideally I'd like ruby just so I can understand how it works and make
any changes I need but I'll take other languages if there are good
ones out there.
