i thought your group might find amusing a situation in which a new york
university refused to reimburse expenses after promising to do so for
an invited lecture, based on a technicality pertaining to a need to have
a social security number to REIMBURSE expenses for which receipts were
provided:

at issue here is what happens when integrity and ethics run counter to a
desire to over-comply with (beyond) government policy.
