I think your surmise is generally correct, though what I would really expect
is a greater focus on enforcement over rulemaking, plus an emphasis on
identifying and fixing real problems as opposed to imagined ones.

Paul Rubin -- who worked with Muris at the FTC during the 1980s -- has just
finished a major study for us on this topic.  His general conclusions are
summarized in testimony delivered on our behalf earlier this year.  See:
