Dear Declan
I attach a URL to my submission to the Senate Request for public comment
in relation to Protecting Creative Works in a Digital Age. This is
coming in late (lodged in April), but I thought it might be of
interest. Essentially I argue in the submission that promoting "rich
content" has been a poison pill for internet companies and that more
thought needs to be given at a policy level before the Senate endorses
additional protections for "rich content".
I give some examples of the effect of overemphasis on content has had on
direct investment (eg Excite () Home), telecommunications investment
(overengineering to anticipate quality of service needs for rich
content); network design (asymmetric upstream/downstream capacity) and
broadband pricing at the retail level.
