I found some difficulty using the proxy server to access state sites at
VerifiedVoting.org.

Here is another site that gives all the information Americans abroad need
to be able get a ballot.  Unlike most other voter abroad sites that I've
seen, it doesn't require a link to the U.S. overseas voter website.
