FYI, daq-0.4 works without issue on OpenBSD 4.8 using the following

# ./configure --disable-ipfw-module \
  --with-libpcap-includes=/usr/local/include \
  --with-libpcap-libraries=/usr/local/lib \
  --with-dnet-includes=/usr/local/include \
# make && make install
