Are you sure? If a directory isn't executable, a user cannot cd into it.
If a directory is executable but not readable, a user can cd into it, but
cannot list the contents.

If this is true, any user on that machine would be able to do anything
that they wanted anywhere they chose. I don't believe this is the advice
you meant to convey.
