I think that it can't be an initial testing debugging, because it
appears in other languages too. In spanish it says:
"El veloz murciélago hindú comía feliz cardillo y kiwi."

I think that its only a joke of the programmers staff. Or a "whater
mark" to assure that the code is from microsoft. If someone stole or
reverse some code, microsoft could say "hey, write this.... and i'll
prove that that code is mine"
