Vulnerability Development: Re: PDF modifications?

I rip pieces out of .PDFs with Illustrator all the time.  I'm not dealing 
with any "protected" .PDFs or anything, though.  What are your constraints? 
 Must be free software?  Dealing with "encrypted" .PDFs?
