Hi Chris,

With IIS you can manage your authorization for files web .You must use Internet
Services Manager.Its in administrative tools the property called "protected" 
when u select this u can manage authentication methods.You must select basic 
authentication..IIS support basic auth. like apache but u do not have like 
any .htaccess file configuration..
