Hi. Thanks for the report.

Is your Internet connection through a proxy or some kind of multi-homed
arrangement? Error 10049 is WSAEADDRNOTAVAIL, "Cannot assign requested
address." MSDN says

        The requested address is not valid in its context. This normally
        results from an attempt to bind to an address that is not valid
        for the local computer. This can also result from connect,
        sendto, WSAConnect, WSAJoinLeaf, or WSASendTo when the remote
        address or port is not valid for a remote computer (for example,
        address or port 0).

Does the error happen every time? Does it happen when scanning other
hosts?

Please send me the output of scanning just 172.17.0.0, with the
additional options -d2 --packet-trace. Zenmap might not handle well the
large amount of output with --packet-trace, so it may be necessary to
run the command with Nmap in a shell window.
