A way to determine if systems are alive is to do a ping sweep across
a range of IP addresses you determine.  There are various tools you
can use, such as nmap and fping for UNIX, and SuperScan and ipEye for
Windows.  There are other tools out there, but these seem to be the
most used.  These tools will be able to tell you with certainty which
systems are alive and which aren't.  Hacking Exposed, 3rd Ed., has
excellent information on searching all alive machines on network, as
well as other security topics.  Chapter 2 has a section that talks
about determining if systems are alive, using ping sweeps, ICMP
queries, port scans, etc.  Investing in this book is well worth
it...I highly suggest it.
