There was a time, early on, when cable users could often sniff their neighbours' traffic. I believe virtually all cable providers have fixed that now.
Due to the bus-nature of the network, this would have to be controlled on the Cable Modem. So, although it is a bit harder, I would expect that the possibility still exists.
