Security Checklist

Does anyone have a good checklist of which things to check on a linux
firewall in the order of "most likely to be the problem"?

For instance, if I get a call saying "the outward facing network card is not
working".  This could potentially be that the box was hacked or the target
of a DOS attack, but what things should be checked first?  Did the card
itself just burn out?  Is the DSL modem not working?  etc.
