Fab,

There will be an article called "Securing PHP: Step-by-step" appearing on
the SF Online site next week. Although it will appear in the UNIX area,
you will likely still find it somewhat applicable to PHP on a MS server,
particularly if you compile PHP yourself to get exactly what you want.
