Going in which direction?  With your garden variety DSL line, I can get
a 512k connection downstream, and may 96k or 128k upstream, tops.

It may very well be that the overhead of the encrypted tunnel is
flooding the upstream performance, despite the fact that they can still
suck much more data down the pipe.
