I've found my old references to build enforcement tools and some provide
similar functionality to Foolproof Security
(http://www.smartstuff.com/fps/fpswin95.html) that was recommended to you.
I've just checked and all the products are still available.

Fortres 101 (http://www.fortres.com/products/fortres_101.htm) from Fortress
Grand Corporation works with Windows 95/98/Me and NT/2000/XP. It stops users
from adding, moving, or deleting icons; installing, copying, downloading
software or running unapproved applications, also protects the desktop for
unauthorised changes. Folder, file and file type access restrictions can
also be configured. Can be controlled centrally on NT/2000/2003 or Novell
NetWare networks.

Fortress Grand also have application called Clean Slate
(http://www.fortres.com/products/cleanslate.htm). This allows unrestricted
access to resources but returns the PC to its original state on reboot, log
off or after a predetermined period of inactivity. User changes are saved to
a cache which is then cleared, returning the PC to its original state. The
marketing blurb specifically states that any viruses and Trojans are also
removed by this process. It Works with Windows 95/98/Me and NT/2000/XP. It
can be configured to allow users to make certain changes that are kept if
required. Can be centrally managed using the same system as Fortress 101.

Deep Freeze Standard from Faronics
(http://www.deepfreezeusa.com/products.htm) restores your PC's (Windows
95/98/Me and NT/2000/XP) to their original configuration when they are
rebooted. The Professional version has additional features including script
based remote management, scheduled and inactivity period reboots, permanent
storage allowances and password management. The Enterprise version features
enhanced centralised management.

1st Security Center (http://www.1securitycenter.com/) lets you restrict
access to system resources under Windows 95/98/Me and NT/2000/XP. You can
restrict access to things like the Control Panel items Start Menu items and
the registry. You can also define a list of approved applications, once this
is done, unapproved apps are blocked. There are file level and network
folder access features It can also be used to define protection levels for
removable media. Configuration options for Internet Explorer are also
supported.

Security Officer for Windows (http://www.1securitycenter.com/) is another
access
control and configuration enforcement system for Windows 95 or 98 or ME.

I have workstations running Win95 on 486s and
Pentium Classics. I use Samba as the domain
controller. Since upgrading OSes and machines
were out of the question, I thought I should install a
security software that can lock Win95's system
and program files to limit users' control on the
system's settings. softsub_m19 suggested foolproof.
Foolproof was just the type of solution I was
looking for. Thanks for everyone's input!
