I have been asked to present a System Development Policy to management.  I
would like to create a general 'system development best practices' guide.
Does anyone have any resources that may be helpful in completing this
document?  

My scope presently consists of:

        Project life cycle
        Methodology
        QA / Testing
        Change / Release management
