Sounds like you are really talking abour running your own email server.

There were some questions/reasons as to which way to go, your own server or
hosted, in a good PC Magazine article.  See

Hi, I wish to know how to view/read email within the
same intranet. I have a intranet with 25 users, they
are running outlook express to download/read/send
email. The email server is hosted at an ISP. The
management wish to be able to view email coming in and
going out from this intranet. The users are networked
to Windows NT as domain controller, another server
running Windows 2000 Server installed with AntiVirus
(Symantec). I wish to install this application on this
server to allow management to view email within
intranet.
Please assist to advise if there is any free software
for this application.
