You can grant a right to the group to shutdown the machine with sudo(8). Let's say that shutdowners group has that right.
You can add shutdowners group's priveleges to user depending on if he logins from console with pam_group module (http://www.kernel.org/pub/linux/libs/pam/Linux-PAM-html/pam -6.html#ss6.8).
