A very simple tool for TCP and UDP streaming is Test-TCP, ttcp.exe on
Windows, it can help you if you only want to measure performance on a
real environment.

For creating packets more precisely,

I use NetWox, it has many ready-made packet patterns (arp, icmp, etc)
and runs on Windows too, with a cool gui.
I could not get Nemesis to override MAC address on Windows platform,
though it is faster and more reliable then NetWox.
Also Scapy on Linux is a very powerful tool, though it leaves more work
on your side.
