Microsoft's VirtualPC is a commercial alternative:

I'm not aware of any free equivalents.

Bochs and QEMU will work, albeit slowly, as they emulate the host CPU.

If the target OS is Linux, faster options include 
User Mode Linux: http://user-mode-linux.sourceforge.net 
and Xen: http://xen.sf.net

Plex86 looked promising at one stage:
