As for the Microsoft world, for one, have not seen any. The Windows EULA forbids this kind of stuff so I don't believe you'll find it, unless Microsoft himself develops a live-CD like or somebody risks legal action from Microsoft by putting up a live-CD version of its OS.
The closest I've seen is Windows Internal's Administrator Pack [1] or Recovery Manager [2], which uses ERD Commander (a Windows-like interface). But those are more oriented towards recovery of Windows-based systems so fall more on the field of forensic-like tools. They include the excellent (free, as in beer) tools by Mark Russinovich and available at www.sysinternals.com as well as many other non-free tools.
